PVC HP TRANSITION SOCKET METRIC/BS:

Transition sockets are products that allow header boards or device adapters to interface to sockets on target application. Header boards or device adapters have connectors that match development cycle device formats,
such as DIP or PLCC. Transition sockets are typically composed of two parts: the DIP adapter socket and SOIC/SSOP header.The DIP adapter is designed to plug into the DIP device adapter or header board on one side and the header in the other side.

However, target sockets will match compact production device formats, such as SOIC, SSOP, QFP, or QFN. The solution is transition sockets. A transition socket is specifically designed to provide compatibility between two differing types of IC package formatts.

The header is the soldered down to the target application.
